We welcome support from MIT graduate students AND any faculty, staff, postdoc, or undergraduate allies. Our associated organization, MIT COVID Relief, is also advocating on behalf of the broader MIT community for equitable COVID-19 response in all forms.

UPDATE 7/12/2020 - STATEMENT ON SUPPORT FOR INTERNATIONAL AND IMMIGRANT COMMUNITIES AT MIT
To our supporters:
Since the pandemic began, MIT COVID Relief has been fighting for funding parity and other critical support for students experiencing degree delays, increased care obligations, stalled research, or remote work issues. As we have tried to understand and solve funding precarity issues, we have learned how these issues are exacerbated by visa insecurity that all international students face. This is especially true for late-stage international students in underfunded departments who find their visa status and inability to make a living wage deeply intertwined. Our advocacy on these issues has secured a commitment from the Provost to backstop all graduate student funding needs. However, that guarantee is worth little until we see the administration follow through with both the funding and visa security that we need.

Now, international and immigrant communities have been made even more precarious by ICE’s cruel and politically motivated July 6 announcement forcing international students to choose between COVID exposure or deportation. While we are encouraged to see Harvard and MIT quickly bring legal challenges against the Trump administration, MIT’s grad students still do not have the support, information, and security that is needed in this challenging moment. President Reif has said that international students are unequivocally welcome at MIT. Being “welcome” is not enough if international students are not adequately supported once they join the MIT community. 
We fully support the current open letter written by MIT international grad students to create greater security for students through declaring MIT a sanctuary campus; resisting anything but minimal compliance with ICE; and providing clear legal guidance to affected immigrant communities. After collecting concerns from international student groups, we believe it is necessary that MIT meets the following additional demands: 
  1. Clear and consistent communication with the entire campus community. There is consistently a gap between what MIT administration knows and what the student body affected knows. It is imperative to close that gap.
  2. Immediately establish a hotline for immigration questions or emergency situations. Our colleagues at Harvard have such a resource which has proven invaluable for supporting their students forced to navigate the politically fraught US immigration system. MIT can and must do the same.
  3. Guarantee that all students affected by these changes will be supported in resuming their studies and work. Should any students be forced to leave, MIT must guarantee they will be allowed to re-enroll, continue to work with their advisor, and regain lost funding sources. 

We naturally hope that the lawsuit against the Trump administration is successful and encourage students to support these efforts by submitting their personal testimonies to the GSC for their amicus brief and ongoing advocacy. While we hope for the best, we must prepare for the worst. We can only truly plan for the worst under such uncertainty if MIT will make guarantees for the holistic security of our international community now. After raising our collective concerns over the impact that the COVID-19 pandemic is having on the lives and work of grad students, we have been able to successfully ensure that all grad students at MIT who have lost their funding for the summer will be provided for, with the Provost helping meet funding gaps and a non-means-tested application. Additionally, for those students who have defended their thesis and risk entering an abysmal job market, a new “research specialist” status will ensure an ongoing position if their PI is willing to provide the funding. So many people across campus came together to voice our concerns - all of this is thanks to those efforts. Thank you all for that. 


We recognize, however, that uncertainty remains: around funding and research delays, and other impacts created or exacerbated by the pandemic. In the face of this uncertainty, in our meeting with the Provost, Chancellor, and Vice Chancellor this past week, we emphasized the  need for an institute-level, Provost-backed funding response. Such central support is necessary to ensure that COVID-related delays or hardships do not add a massive burden to students’ progress through their degrees. Our peer institutions, including Yale and Brown, have all made time-to-degree extensions of up to one year available to everyone.

The Provost gave us a verbal guarantee that MIT will ensure that students' need for time-to-degree extensions will be accommodated. However, many cardinal details and particulars have remained unaddressed and must be discussed immediately. Over the coming weeks, we will be meeting with fellow students, department/program heads, and deans to understand the full impact of the pandemic on funding and research delays. We will then be bringing what we find, as well as our proposed solutions to these problems, back to the Provost, Chancellor, and VC to push further to meet the need exacerbated by his crisis. Dear President L. Rafael Reif, Provost Martin A. Schmidt, Vice Chancellor for Undergraduate and Graduate Education Ian A. Waitz, and MIT Dean’s Group, 

The COVID-19 pandemic has forced the closure of MIT, including its offices, labs, and libraries. Doctoral students face immense strains that threaten our ability to support ourselves and serve the MIT community, even as we continue to advance our research, defend dissertations, and teach classes remotely. We call on the Institute to account for how COVID-19 has drastically disrupted our lives and careers, and to take steps, outlined herein, to support us during this unprecedented crisis. 

Drastic Disruptions to MIT Doctoral Students’ Lives and Careers
On March 10, President L. Rafael Reif sent out the institute-wide message, which began students’ exodus from campus and the transition to online instruction. Graduate students have been instrumental in implementing new modes of teaching and learning since then, at the same time as we face immense uncertainty about our research, careers, and health and well-being. 

While we acknowledge that the Institute has implemented some measures to account for graduate student hardship, such as the Graduate Student Short-Term Emergency Fund, relocation grants, and the assurance of continued stipends, these steps fall short of what doctoral students need to succeed in our programs. We thus echo efforts by peer institutions and MIT’s own Graduate Student Council Stipend Working Group to secure expanded COVID-19 emergency relief. 

As doctoral students with guaranteed funding ranging from 8 to 12 months, we consider ourselves relatively fortunate to have a buffer against the broad economic contraction already underway. However, the timing and global scale of the pandemic impose dramatic impacts on the near-term and long-term plans of many doctoral students. Effectively, the global and domestic repercussions of COVID-19 have:
  • Reduced options for paid summer work or research. COVID-19 has disrupted external internships that normally fund students and diminished the reliability of secured internal funding sources associated with summer projects, such as MISTI. Students on sub-12-month compensation who depend on these options to meet basic expenses are especially impacted. This includes many DUSP, Architecture, and SHASS students, as well as a small number of Math students who would normally be supported by external work this summer. It also negatively affects first- and second-year students who need to gain experience in their field; and students who are graduating or are at the end of their funding packages. 
  • Suspended research for graduate students undertaking lab or human-subjects research, domestic or international fieldwork, or archival research. The Institute’s suspension of all human subjects research and MIT-sponsored travel, while prudent, puts on hold a wide range of research across MIT, threatening both timely degree completion and progression of our academic careers. Conditions are especially challenging for students who rely on extended off-site fieldwork, from departments in SHASS, SA+P, and Sloan. 
  • Destabilized external funding sources for the foreseeable future. Without a source of funding for tuition and stipend payments, many students would not be able to continue in their program. It is essential that students with outside funding sources receive the same guarantees of continued support that students receiving an RA or TA from MIT have been given if they lose their current or anticipated funding.
  • Disbanded forums to present research, which is curtailing our abilities to network in relevant scholarly and professional communities, and to receive feedback for the improvement of our research.
  • Disrupted work for those who must assume expanded caretaking roles such as for children, ill or elderly loved ones, or unemployed spouses, as well as for those experiencing stress or bereavement.
  • Posed serious threats to international students who face severe limitations on their ability to earn income outside MIT. International students also face unique difficulties which will hinder their ability to complete research or dissertations; enter the job market; obtain required visas or comply with visa regulations; or return to their home countries. 

Necessary Steps to Support MIT Doctoral Students
Near-term impacts will have a lasting effect on our ability to complete our doctoral programs as expected by our departments, some of which have limited funding periods ranging from 4 to 5 years. Regardless of the form of impact, typical milestones have been disrupted for all doctoral students at MIT and across the country. At minimum, MIT needs to implement the following measures to responsibly support its doctoral students in wake of the COVID-19 crisis:

  1. Guarantee internal summer funding for students on sub-12-month stipends who otherwise rely on external research grants or internships. These external opportunities have disappeared, leaving students on 8-, 9-, or 11-month stipends unsure of how they will afford to pay rent, buy food and necessities, and care for their families and loved ones. Students across underfunded programs cannot rely on OGE’s hardship fund alone for financial stability.  We urge MIT to provide internal funding for affected programs so they can allocate full summer stipends.
  2. Guarantee internal time-to-degree extensions for all doctoral students whose research has been negatively impacted or stalled. For these extensions, we ask that, at minimum, MIT:
    1. Provide an automatic one-year adjustment for all students who request it. This should be available to any students whose progress has been disrupted and who do not have access to any other sources of funding. This should take into account changed economic circumstances, lost external employment, and any other impacts of the pandemic. It should encompass tuition remission, teaching/research guarantees, and stipends.
    2. This automatic adjustment needs to be available to international students in ways that conform with visa regulations. For final-year international students, for example, it’s imperative to offer a delayed time-frame for graduation and/or allocate emergency funds to extend final-year international students’ support between May and December 2020. 
    3. Provide MIT Student Extended Insurance for all students who receive adjustments to their time-to-degree. 
  3. Improve communication channels for aid efforts. The administration needs to effectively communicate the variety of ways in which doctoral students can receive support, for example through platforms such as MIT Daily. They must also communicate timelines for these decisions; for students facing a summer with no stipend in a pandemic, these are not matters that can be indefinitely deferred.  
  4. Broaden and diversify student representation in organizing Institute-wide COVID-19 relief projects. This crisis will differentially impact various graduate student communities. It is imperative that decision-making reflect a broad range of graduate student concerns, such as those of international students or students with families. 

For faculty, MIT has acknowledged the full severity of the effects that the current public health crisis has had and will continue to have on all forms of academic research. In response to demands from professors and the example set by other universities, MIT has extended its tenure clock for junior faculty by one year, a move we applaud. In addition to analogous career disruptions, graduate students face immediate financial precarity as a result of COVID-19. In light of this crisis, we call on MIT to allocate all necessary financial resources for doctoral students to best succeed in our teaching and research.
